Net Capacity Assessment (NCA) IT Solution Market Engagement Event

The NCA programme will be undertaken between 2023 and 2025. In addition to the data capture solution, the department intends to procure a number of surveying organisations (‘SOs’) to undertake the data collection itself. This notice relates to the procurement of the cloud bases SaaS software solution to support data capture (the “IT Solution”). The IT Solution supplier will be required to work together with the aforementioned SOs on the NCA programme. It is anticipated that the IT solution will be procured first and we wish to test our current thinking with the market. In summary the IT Solution must provide: (i) Capability for a field based data collection of DfE defined data for both school and FE establishments via surveyor operated mobile device app (ii) Development and manipulation of the data by surveyor organisation teams via a web app (iii) Automated nightly transfer of collected data to the Department of Education via mature API, configurable to meet DfE integration and security requirements (iv) Functionality to ensure secure and configurable reporting / export of data for end users (v) Adherence to all departmental supplier and system assurance requirements, covering data security and data processing Data being collected, stored and processed by and via the IT Solution is anticipated to be classified as Official and/or Official Sensitive. The IT Solution and associated backend infrastructure will therefore need to be capable of providing sufficient data security at the level of Official Sensitive.
