Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The contract was awarded through Crown Commercial Service's G-Cloud 14 Framework Agreement. The framework was established following a procurement procedure conducted in accordance with the Public Contracts Regulations 2015 and was advertised through the appropriate public procurement channels. The Contracting Authority conducted a compliant direct award process in accordance with the framework call-off procedures and the terms of the framework agreement.
