    The appointed contractor will be responsible for improving the quality of governance in schools and trusts where governance is weak so that there are fewer instances of weak governance, leading to fewer instances of failures of leadership and resulting in improved educational and financial outcomes. The Contractor will design and deliver a programme to implement the recommendations for NLG Reform. The requirements fall under six functions, which form the basis for the programme milestones: Function 1: National recruitment. Develop and deliver a communication and engagement strategy to attract high calibre candidates with diverse backgrounds. Function 2: Assessment. Design and implement a two-stage the application process that consists of: o Stage 1: Written application to assess eligibility and standards Two references o Stage 2: Interview Function 3: Moderation. To moderate the two-stage application process to ensure a fair, consistent approach. Function 4: Induction and Training. Design and deliver a pre-deployment induction which includes an overview of the programme and how it works (brokering, deployments, reporting, QA, payment and de-designation). Training at this stage is a light touch and may include refresher training. Function 5: Matching and deployment. Match schools/trusts needing governance support with the most appropriate NLG, and in doing so, deliver consistently high-quality governance support. Function 6: Quality assurance. Develop and implement appropriate quality assurance processes and provide a quarterly report to the Department.
