London Universities Purchasing Consortium (LUPC), a company limited by guarantee, is undertook this recurrent tendering process on behalf of the National Desktop and Notebook Agreement, leading a multi-HE Consortia working party to oversee the procurement of Desktop, Notebook, 2-in-1 Hybrid devices, Tablet and Workstation PCs and attached accessories for the Higher Education sector and associated public sector bodies throughout the UK.

London Universities Purchasing Consortium (LUPC), a company limited by guarantee, led the undertaking of this recurrent tendering process to oversee the procurement of Desktop (Lot 1), Notebook, 2-in-1 Hybrid devices, Tablet (Lot 2) and Workstation PCs (Lots 1 and 2) and attached accessories for the Higher Education sector and associated public sector bodies throughout the UK including a one stop shop arrangement (Lot 3).

This three-lot framework agreement commenced 1.11.2022 for a period of three years with the facility to extend for a further one year subject to agreement. The requirement automatically covers Full or Associate Members within the higher education regional purchasing consortia as follows:

Review procedure

LUPC will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland) within 30 days of knowledge or constructive knowledge of breach.
