What is being bought

Published requirement description

Southend-on-Sea City Council (the Council) may be seeking to appoint a suitably qualified organisation, to deliver an effective, outcome-focussed service which enables and empowers people with multiple and complex needs to overcome them and live healthy and independent lives on behalf of the Council. Further required detail on any related process will be made available in due course, if applicable.

All information in this notice is subject to change depending upon the future defining of the Council's requirements, in relation to establishing best value. This includes, but is not limited to, the method used to procure the contract, duration of the contract and the possible extensions.

This notice should have been published previously; however, due to an administrative oversight, it was not. Once the issue came to our attention, we took immediate steps to rectify the situation.

    The purpose of the update for this Preliminary Market Engagement Notice is to provide advance notice to the marketplace for the upcoming tender opportunity and the intention of the Council to hold a preliminary market engagement session to identify potential providers to ensure the submission of more…strong bids. A market engagement questionnaire was issued in the first instance, aiming to support the design of the model of the new service. Following this period of analysis of responses, and to provide potential providers with more information about the upcoming opportunity, we are hosting an online Market Engagement session that will take place on Friday 30th May 2025 from 10:30am - 12:30pm. The session is advertised openly using this notice. The deadline for registration is 1pm on Thursday 29th May 2025. Important Information This Notice is for informational purposes only and is not a formal invitation to tender. Review of current service delivery and insights from stakeholder and service user engagement highlighted the need for a model of delivery which is better integrated with wider services and can take a more coordinated and agile approach to managing need across a number of accommodation settings. Due to the current configuration of services and proposed financial model, it is felt that directly awarding this contract to South Essex Homes is the preferred commissioning route. SEH already manage most of the properties in which the target population resides. Awarding the contract to SEH presents opportunities for better management of the mobilisation of the new service model, greater control over delivery and the interface with wider housing management and allocation functions, and greater integration with social care.
