Why no open competition

The procurement falls outside the scope of application of the directive

Published justification

Due to the air handling units failure as they are no longer able to maintain humidity within the required safe scanning range. This has severely and unexpectedly affected MRI capacity at both CGH and GRH and as a result MRI provision for the county currently operating at approximately 25% of normal capacity with only one of the four scanners available. Without additional capacity would crease significant breach position and materially impact cancer and stroke pathways. All internal options to increase capacity have been exhausted. The remaining operational scanner at GRH is already being used for extended hours, up to 16 hours per day, seven days a week, during periods when the other three scanners are unavailable. Therefore, the only option is to seek additional capacity by outsourcing to a local provider in order to ensure that GHNHSFT patients are able to access MRI scans and ensure patient flow is able to be maintained. Additional capacity is only being sought as a temporary measure for 12 weeks.
