The MATLAB Full Suite configuration, including over 100 toolboxes, offers a unique combination of capabilities such as seamless access across on-premise, lab, field, and home environments (including off-network), immediate availability via a self-service portal, third-party access for non-commercial collaborators, cloud and mobile integration, unlimited parallel computing, and access to training and support that are only available from MathWorks. No reasonable alternative or substitute exists that meets NPL's scientific and operational requirements, and awarding this contract directly ensures continuity, strategic value, and compliance.
