Under regulation 32 (2)(b)(ii) of the Public Contract Regulations 2015 using the negotiated procedure without prior publication when competition is absent for technical reasons. Safeguard Medical Technologies are the only supplier to be able to meet the specifications for the requirement for both 14 and 12 gauge size of the needle.
