Published description of the framework
The Authority shall place orders by issuing Purchase Orders to the appointed Service Providers in accordance with the rates set out in Schedule B (Schedule of Requirements). All services shall be delivered in accordance with the contractual lead times.
The scope of services and associated charging structure are fully defined within the Schedule of Requirements and the Schedule of Technical Requirements. This includes, but is not limited to, UK servicing (comprising both full service with a 12-month warranty and one-off service), repair activities, and overseas servicing and refurbishment. Where services are subject to quotation (for example, certain overseas requirements), such quotations shall be provided in accordance with the mechanisms set out within the Contract. No services or charges beyond those expressly provided for within the Contract documentation are anticipated.
This procurement establishes a single lot with two Service Providers to be appointed. The Authority shall not allocate work between the appointed Service Providers. Instead, services shall be accessed through the Authority’s E-catalogue platform, and Contracting Bodies shall select their Service Provider based on their specific requirements.
The appointment of two Service Providers is intended to provide access to differing supplier capabilities and geographic reach. For services requiring quotation, Contracting Bodies are encouraged to seek quotations from both Service Providers in order to support the achievement of best value for money.

How this buyer will score bids.
The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).
- Qualification Stage: Bidders must achieve a PASS mark for all PASS/FAIL questions in order to be deemed compliant in the Qualification stage. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure.
- Technical Stage: Bidders who have successfully passed the Qualification Envelope will progress to the Technical Envelope evaluation. A benchmark score of 70% or higher is required for the weighted questions within the Question Set in order to be deemed compliant. Where applicable consensus of evaluators will be held, in order to establish an agreed score for responses. Failure of any of the questions may result in a Bidder’s Tender not being evaluated further, past the point of failure.
- Commercial Stage: The submitted prices of any Bidders whose bids have passed all the previous phases will be assessed. Leidos Supply Limited (LSL) intends to award two contracts for this requirement. In the event that two commodity suppliers are not successful at this stage, LSL reserves the right to award one contract if necessary to ensure full coverage of the Schedule of Requirements (SoR) items and best value for money.
- “LSL/DC/0223 - Physical Training Equipment Service & Repair” is a framework: the contest is a place on its panel, up to 2 suppliers, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.
