      "features": "The procurement is split into 9 Lots. Tenderers are invited to complete the Procurement Specific Questionnaire (PSQ) alongside completion of the Information to Tender (IfT) which includes Quality, Social Value and Commercial criteria for each Lot. Following the evaluation process outlined within the IfT (Section 7), Tenderers who sucessfully pass all criteria within the PSQ and score within the top 3 across their Quality, Social Value and Commercial scoring combined, will be invited to negotiate (if required). Following negotiations, tenderers will have the opportunity to re-submit their Quality, Social Value and Commercial tender, which will be evaluated as per the process outlined within Section 7 of the IfT. The tenderer with the highest total score in each Lot will be awarded the lead insurer for their respective Lot."
