What is being bought
This commissioned work will deliver a focused 4–6-week ‘groundwork sprint’ to produce an internal document resource
that will support very senior strategists and planners in government departments to incorporate and embrace the influence local government can bring to achieving the 3 left-shifts in the 10-year Health Plan via investment in digital technology.
Expertise is located in the LGA’s Policy Team, Digital & Data function, and Partners in Care and Health (Social Care) as well as Public Health specialists. Drawing on the expertise of all of these teams, the aim is to clarify what the LGA needs to take into early engagement with the incoming DHSC Director General for Digital Technology and others. Its purpose is to build the foundations for the LGA’s strategic positioning, ensuring we are evidence ready, aligned across partners, and equipped with a strong, coherent narrative before approaching DHSC.
The sprint will map existing evidence, identify critical gaps, and synthesise what the LGA and partners already know about local government’s role in shaping health, social care and community wellbeing outcomes. It will consolidate sector insight to create a validated collective local government voice informed by ADASS, Socitm, LOTI, Solace, DSCAG, iNetwork and others.
It will assess where local government, and the LGA specifically, is currently positioned in DHSC’s thinking, particularly in the context of the 10-year plan framing and analyse systemic issues such as digital inclusion and connectivity, interoperability and legacy system challenges, data sharing blind spots, digital ethics, and opportunities such as use of technology to aid or replace care and empower people who draw on care and support and their carers, quality and safety improvements and support for much greater productivity and demand management.
The LGA is looking for an intelligent writer and convenor, a synthesiser of ideas and a driver for a 4-6 week sprint.
The person will have a track record of similar project work and demonstrable ability and capacity to meet deadlines.
