Belfast Health and Social Care Trust intends to award a contract to Portsmouth University Hospital NHS Trust for the provision of Life Support training accreditation and certification services. The Trust requires nationally recognised Portsmouth University Hospital NHS Trust-accredited training and certification for its clinical workforce. the accreditation, certification, course materials and quality assurance arrangements associated with these programmes. No alternative supplier can provide official Portsmouth University Hospital NHS Trust accreditation or certification. It has been therefore determined that only Portsmouth University Hospital NHS Trust can meet its requirements and that the contract may be awarded directly under the Procurement Act 2023 due to the absence of competition for technical reasons and the existence of exclusive rights. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
