The Prison Strategy White Paper 2021 committed to delivering a Prisoner Education Service (PES) which equips prisoners with the numeracy, literacy, skills, and qualifications they need to get jobs or apprenticeships after they leave custody. A core aim of the PES workforce team is supporting the HMPPS Education, Skills and Work (ESW) workforce to deliver a high-quality service, that supports outcomes for prisoners on release and improves the culture by raising awareness of ESW across HMPPS. Under the PES programme a new role of Head of Education, Skills and Work (HoESW) was created to further enhance prisoner education provisions within establishments. The HoESW role has a technical requirement of “A PGCE, Cert Ed or Level 5 in Education and Training” for applicants. For staff working in prison education, skills, and work functions, the HoESW role will be the next step in their career progression and the PES qualifications offer is seeking to offer the Level 5 Diploma in Education & Training to enable staff to gain the qualification they require for career progression. This event is to explain the high-level requirements of delivering the Level 5 Diploma in Education and Training to the 32 staff working in various roles (catering, physical education, industrial and industries environment and broadly across learning skills). The 32 individuals to be trained are based at 27 prisons across the UK, so having full geographical coverage is an important part of the requirement especially for the observation sessions. The requirement would be for a blended course combining face-to-face and virtual aspects with tutor contact via email and phone. The training materials and content would all be available online. A flexible approach to timings with advance notice given for any fixed sessions to allow arrangements to be made to attend. Reasonable accommodations would need to be addressed so learning materials are available learners. The aim of the event is to: - outline our plans, provide interested parties with prior notice of an impending procurement, receive feedback from providers on the plans and advise of next steps. We would like to invite prospective bidders to attend a pre-market engagement event on 'Tuesday 9th April 2024 at 10am via Teams. The session will be led by the MOJ.
