Procedure rationaleThe Soldier Training & Special Programmes (STSP) Project Team, part of the UK Ministry of Defence, intends to place a new contract with Millbrook Proving Ground Ltd for the testing, trialling and advice of Land Equipment Operating Centre (LEOC) wheeled vehicles. The contract value is estimated to be a maximum of £4M. The initial contract length will be 18 months, with the option of one additional six-month extension.
It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (in accordance with the relevant legislation) is lawful in accordance with Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons. The suitably qualified and experienced personnel (SQEP) from the STSP Engineering team conducted an analysis of the market capabilities and concluded that Millbrook Proving Ground Ltd is the sole economic operator with the necessary expertise, facilities, infrastructure, and capacity to conduct the full scope of required work. |
