What is being bought

This is a Prison Buddy Service which will provide peer to peer support through a formal framework and governance arrangement. The Care Act places responsibility on Local Authorities to work jointly with prisons to provide social care support for all prisoners who meet the eligibility criteria. This contract will be provided across 5 prison sites: • HMP Wymott • HMP Garth • HMP Preston • HMP Kirkham • HMP Lancaster Farms The budget for this first year will be between £100,000 and £120,000. In following years the contract may be required to support more than the maximum number of Buddies and may be required to work across more than the five Prisons due to the potential introduction of a new Prison to be located in the Lancashire area or due to demand for Buddies exceeding the expectations of this contract. Should this arise, the Service may be required to support additional Buddies . The Service Provider will be offered additional funds to implement any incremental increase up to a maximum total contract value of £1,100,000.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health and social work services (85000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "The Authority is tendering for an organisation to manage a Prison Buddy Service which will provide peer to peer support through a formal framework and governance arrangement. The Care Act places responsibility on Local Authorities to work jointly with prisons to provide social care support for all prisoners who meet the eligibility criteria. All Buddies must be trained to Health and Social Care Standards to ensure that they have the appropriate knowledge and skills to support fellow prisoners with basic non-regulated health and social care needs. Should this arise, the Service may be required to support additional Buddies up to a maximum of 300 Buddies. The Service Provider will be offered additional funds to implement any incremental increase up to a maximum contract value of \n£1,100,000.‬\nThe Service Specification and other ITT documentation describe the Authority's requirements in delivering the Service and can be found as attachments to the RFQ on the iSupplier Portal (Sourcing Supplier).",
