Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: This Noise consultancy work is a continuation of work already tendered for at a lower than FTS value to support the Airports expansion. The government have requested further information. Bickerdike Allen Partners LLP have historic data and processes already establish by the work they have already undertaken. To change supplier would cause damage and disruption commercially and financially to the airport as a new supplier would have to start the process from the beginning.
