What is being bought
The contract award is required to support the delivery of Phase 1 of the project following the introduction of additional scope and functionality requirements. The expanded scope necessitates additional development time and specialist consultancy support to design, configure, and implement the required enhancements. Due to the ongoing agile and evolving nature of the Phase 1 programme, it has been determined that the continued engagement of two Hexagon consultants is necessary to ensure the successful completion of Phase 1 within the planned delivery timescales. The work involves the configuration and modification of the existing installed J5 application. As Hexagon is the incumbent provider and support organisation for the live J5 environment, its consultants possess the specialist knowledge and technical expertise required to make the necessary adjustments while minimising risk to operational systems and avoiding disruption to currently live applications. Continued access to Hexagon consultancy capability is therefore essential to support the configuration, customisation, stabilisation, and optimisation of the application, ensuring the successful delivery of Phase 1 and the realisation of the required business outcomes.

Procedure rationaleSellafield Ltd has completed a study and determined that the new PCM Tracking Application should be developed using its existing, on-premise Hexagon J5 platform. Hexagon has previously developed multiple J5 applications for Sellafield Ltd and is the incumbent supplier responsible for supporting the shared J5 environment. The requirement is for the configuration and enhancement of Sellafield's existing installed J5 application. Due to the technical complexity of the live environment and the need to ensure compatibility with existing applications, the work can only be undertaken by suitably authorised and experienced Hexagon consultants with specialist knowledge of the J5 platform and Sellafield's current implementation. Awarding this work to an alternative supplier would introduce significant technical risk, including potential impacts to live operational applications, increased integration and mobilisation costs, and delays to the delivery of Phase 1. The requirement therefore constitutes additional repeat work and is justified on technical grounds, as Hexagon is uniquely positioned to safely configure and modify the existing environment without compromising business continuity. This requirement is limited in scope and duration and represents a controlled, time-bound engagement to complete Phase 1 of the PCM Tracking Application while Sellafield Ltd considers its longer-term capability and sourcing strategy.
