ITT - Inclusive Consultants Framework - UID 173
Authority: Historic England (Central government)
What is being bought
Published requirement descriptionHistoric England is expanding inclusive programming, but staff diversity does not yet reflect this shift. This means that projects can go ahead without representation from affected groups. We are looking to appoint organisations to a framework to bring in external consultants with expertise in the barriers that marginalised groups face to remedy this lack of representation without expecting contributors to carry full project responsibilities. We are looking to add up to 20 consultants to the framework. Work will be allocated using mini-competitions and in circumstances outlined under the requirements section via direct award.
CPV: Equal opportunities consultancy services · General management consultancy services · Guidance and counselling services · Guidance services · Human resources management consultancy services

- Quality 1: • Understanding of framework purpose
- Quality 2: • Experience – Please demonstrate suitability and capability to deliver consultancy to Historic England as outlined in scope above. • Previous Work - Outline designs or examples of previous work which relate directly to the heritage sector
- Quality 3: • Assurance - Provide evidence of your approach to the quality assurance of your work. Set out your understanding of the limitations of working for a UK Gov arm’s length body.
- Social Value: • Using a maximum of 500 words describe the commitment you or your company will make to ensure that opportunities under the contract deliver environmental benefits in the performance of the contract including working towards net zero greenhouse gas emissions.
- Price carries 20 of 100 points: a 10% discount moves about 2 points. The method statement decides this lot, not the discount.
- “ITT - Inclusive Consultants Framework - UID 173” is a framework: the contest is a place on its panel, up to 20 suppliers, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
