Integrated Sexual Health Services

This procurement is conducted in accordance with the direct award process C (Part 2 (9)) of The Health Care Services (Provider Selection Regime) Regulations 2023 (PSR). Service in scope: Integrated Sexual Health Services – St Helens Borough Council. The existing contract is due to expire on the 30th June 2024. The procurement for the new contract meets the tests for use of PSR and for applying the direct award process C. Mersey and West Lancashire Teaching Hospitals NHS Trust (formerly known as St Helens and Knowsley Teaching Hospitals NHS Trust) is satisfying the existing contract and is likely to continue to satisfy the proposed contract to a sufficient standard. The provider was assessed against the 5 key award criteria, based on a narrative assessment completed by the St Helens Public Health Team, taking account of contract management information held, including performance data and outcome measures. These key criteria were equally weighted and prioritised. Benchmarking of costs and service provision was undertaken with neighbouring authorities. Knowledge and experience of working with the provider was applied to each criterion. The basic selection criteria were also assessed as met, as listed in PSR Regulations 2023 (schedule 16) The intention to award decision has been made by St Helens Borough Council on 3rd April 2024. This notification is for the intention to award a contract to the existing service provider from 1st July 2024 to 31st March 2027 with two options to extend, each for one year, to 31st March 2029. Following publication of this Intention to Award Notice, a standstill period of 8 business days will be observed in accordance with Part 2 (12) of The Health Care Services (Provider Selection Regime) Regulations 2023. There were no conflicts of interest declared by the decision makers.
