What is being bought
Dynamic Purchasing Systems (DPS) "Integrated Energy Solution Mechanism" (IESM) Background The Catapult's MEP and other ESC Project teams are continuing to develop an Integrated Energy Solution Mechanism (IESM) that can be deployed across the public sector estate that will allow sites to cut energy costs and carbon. The mechanism is targeted at allowing the public estate to achieve at least 50% direct carbon emissions reductions by 2032 against a 2017 baseline, through the design and installation of a combination of innovative and established technologies. The Catapult is now seeking to set up a DPS framework to primarily support and enhance the capabilities of the MEP project and other ESC projects and teams in the future. Over the next 2 years, potentially longer, from August 2021 we aim to run a mixture of pilot testing and proof of concept and or final solutions across a number of public sector sites and depending on the outcome and results of an initial testbed at a number of sites and the outcomes will determine if further sites will be included. The MEP programme team are in discussions with other public sector departments and subject to funding will undertake projects for the MOJ, NHS and any other public sector organisation. As MEP programme and ESC continue to focus on this area more projects are likely to be undertaken, and as a result we will require a number of highly skilled companies who have the expertise, experience and capabilities to undertake specific tasks/services. Regardless of what area of expertise the companies and their staff have they will need to be seen and practice the following 3 key skill sets which may expand as the programmes progress. These areas are the initial areas: 1. Site surveyor, energy auditor, data analysis and technical specialist - being able to provide us with support on campus style and other public sector sites. They will be able to liaise and engage with the sites on a regular basis and also have technical knowledge of energy management, energy consumption and energy efficiency opportunities. In addition, have technical specialism's on certain technologies that would be able to appraise the viability of a technology's application as well as the CAPEX, OPEX, energy, and cost savings that would be achieved. 2. Concept designer - being able to review information collected from sites and working in a team be able to put together concepts for integrated energy designs 3. Sub-metering installation and data collection platforms All suppliers who apply and meet the selection criteria will be appointed to the DPS and there is no limit on the number of suppliers who can be appointed. Suppliers can apply to join the DPS at any point during its lifetime. It is currently envisaged to run for at least 2 years and may well be extended subject to funding with an estimated spend over the 2 years of between £1 to £3 million however, until funding is confirmed MEP and or ESC cannot give any further details of what and or where funding will be spent. Please note this is not a "Tender" process so there is no bid submission deadline to meet. This is an application process and you may apply to join any of the Lots throughout the life of the DPS
