Contract for Integrated Community Lifestyle Services, procured via the The Health Care Services (Provider Selection Regime) Regulations 2023. The aim of the contract is to improve population health outcomes and reduce health inequalities through the delivery of accessible, integrated prevention services within community settings. The service shall seek to: - Improve access to preventative healthcare; - Reduce smoking prevalence; - Increase engagement amongst underserved populations; - Support sustainable behaviour change; - Improve cardiovascular health outcomes; - Contribute to reducing health inequalities across Peterborough. The Provider shall: - Deliver NHS Health Checks within community settings; - Increase uptake of NHS Health Checks amongst eligible residents; - Deliver evidence-based Stop Smoking support; - Improve smoking quit outcomes; - Prioritise routine and manual workers; - Prioritise residents living within social housing; - Prioritise residents living within private rented accommodation; - Deliver evening and weekend appointments; - Provide workplace-based outreach clinics; - Procure and manage Smoke Free App licences; - Procure and distribute vaping products in accordance with national guidance; - Deliver pilot nutrition and healthy lifestyle interventions; - Support residents to achieve sustainable behaviour change; - Reduce health inequalities through targeted delivery to underserved populations. The contract term is 24 months, anticipated to commence 26th October 2026 and expire 25th October 2028 This is a Provider Selection Regime (PSR) Contract Notice. The Government has set out plans to move away from the current two-tier system of district and county councils in England, which is relevant to Cambridgeshire County Council, the five district councils in the county (Cambridge City Council, East Cambridgeshire District Council, Fenland District Council, Huntingdonshire District Council and South Cambridgeshire District Council), and Peterborough City Council as a neighbouring unitary council. Therefore, from 1 April 2028, the current seven councils in Cambridgeshire and Peterborough will be replaced and no longer exist. Rather than dealing with separate county, city and district councils, residents will access all services through unitary council(s). At this stage, no decisions have been made on how many unitary councils will cover the county and which geographical areas they will cover. Throughout the LGR process, the Authority's focus will remain on delivering essential services across Peterborough. Potential changes may occur during the term of the Contract, and although commercial contracts are likely to transfer to any new unitary authorities by statutory instrument or be agreement on LGR, the contracts may need to be amended to reflect the new geographical, financial and contract scope. Therefore, to ensure the Contract may adapt upon implementation of LGR and modify to reflect the implications of LGR, we state within this notice of the intention to rely on Section 13(1) of the Health Care Services (Provider Selection Regime) Regulations 2023 to permit modification of the of the Contract (if modification is considered necessary and reasonable), to reflect new geographical, financial and contract scope accordingly. Please note we cannot precisely confirm any modification, if any, to the geographical, financial and contract scope at this stage, and any proposed modification, if agreed, shall not be implemented until 1 April 2028 at the earliest. Any contract modification in relation to LGR shall be in accordance with clause 51 (variation) and clause 58 (Reorganisation) of the Contract.
