What is being bought
NHS North East Essex Clinical Commissioning Group (‘the Authority’) has sought to commission a service to support the delivery and achievement of outcomes linked to reducing inequalities, supporting skills, educational aspiration and promoting engagement with communities, covering the population of North East Essex for a period of 6 months, from 20th March 2022 until 19th September 2022. There is a possibility that after the initial 6 month term, the agreement gets extended by a further 6 months, therefore the maximum contract duration will be for 12 months. The contract value is £624,000 over the six month term, and VAT will not be applicable. Even if the contract is extended by a further six months, the contract value will remain unchanged at £624,000. Procedure rationaleThe Authority has taken a decision to award a contract to the University of Essex, as it is considered to be the most technically capable provider in the current environment, due to the University's position both as a significant anchor organisation situated in the middle of the community in which this work will be directed, and aims to provide support, but also as their place as a community within that neighbourhood due to the student and staff populations living in and being part of the community this work is aimed at supporting. The university brings a number of skills that are directly linked to the work and have work ongoing with schools and the community as part of other research and outreach in the local community. The University understands the structure and governance of the Alliance has already commenced dialogue with system partners including education providers and has evidenced that they have the capability and capacity to deliver engagement and supportive schools work to support the timescales required by the programme. The University of Essex will continue to work with the North East Essex Clinical Commissioning Group and as part of the North East Essex Health and Wellbeing Alliance as an anchor organisation within the Essex system to continue to further develop and implement a set of initiatives aimed at increasing community participation in shaping their lived environment, addressing skill gaps in the community, improving employment prospects, and developing high-impact research and knowledge exchange to improve lives.
