• Develop a comprehensive and consistent understanding of the needs of children who are looked after; the connection between needs, costs and support; and clarity on key gaps in sufficiency.
• Identify interventions on practice, commissioning and brokerage that can reduce cost and improve outcomes, in alignment with other initiatives (e.g. CareCubed) and to help deliver TFF KLOEs
