What is being bought
Defra’s Regulation and Enforcement (R&E) is a sub-programme in the Future Farming and Countryside Programme that requires a framework of research and evidence to support the Authority improve its approach to the regulation of English farming and land management in the later stages of the Agricultural Transition Period. The Authority requires an analysis of where current regulation is insufficient, may not be achieving desired outcomes, or is currently working successfully, by drawing together available evidence on present impacts of agricultural and other rural land management activity on the environment, biodiversity, animal and welfare and plant health. The Supplier shall provide recommendations to the Authority to support development of future policies and propose a methodology for measuring farmer and land manager compliance with regulations to allow for the evaluation of policy impact and, over time, will support the Authority improve approaches to regulation.
