Published requirement descriptionDAERA Forest Service are seeking to establish a Framework Agreement to appoint a list of Suppliers to carry out a programme of various services across Forest Services sites in Northern Ireland – including Scrub Clearance and Re-spacing on previously planted or protected sites which now have adverse competition from woody shoots, and regenerating conifers/broadleaved trees and Invasive plant clearance on commercial forests, woodlands or other protected sites. Work will be allocated within the 3 Lots within this Framework: Lot 1 - Scrub Clearance, Re-Spacing of Commercial Forest Crops and Clearance of Invasive Plant Species – Antrim/Derry; Lot 2 – Scrub Clearance, Re-Spacing of Commercial Forest Crops and Clearance of Invasive Plant Species – Tyrone/Fermanagh; Lot 3 - Scrub Clearance, Re-Spacing of Commercial Forest Crops and Clearance of Invasive Plant Species – Armagh/Down. There are no restrictions on the number of Lots Suppliers can bid for or be awarded. Therefore, they may tender for any Lot they wish. Published description of the framework
Forest Service aims to appoint a maximum of 6 Suppliers per Lot. These Suppliers will be ranked 1st, 2nd, 3rd, 4th, 5th and 6th on the basis of the Most Advantageous Tender (MAT) being the 1st ranked.
Work will be allocated on a call-off basis. For each Lot, the work package based on timescale and operational constraints will be awarded to the MAT Supplier ranked 1st. The Supplier ranked 2nd will be required to deliver in the event of:
- Supplier 1 having a Conflict of Interest or not having capacity to deliver the work package within the specified required timeframe and operational constraints set by Forest Service; or
- Supplier 1 having been removed from the call-off list.
This process will continue until the list is exhausted. The next work package will again be offered to the Supplier ranked 1st even if they did not accept the previous assignment.
Throughout the Framework Term, if a Supplier is removed from the Framework Agreement for a particular Lot, the remaining Suppliers will be re-ranked accordingly.
