Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 72. The category anchor is IT services: consulting, software development, Internet and support (72000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

Procurement method rationaleNational Highways is relying on Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 to justify the use of the negotiated procedure without prior publication for the following reasons: The service utilizes a configured solution for NH’s based on the proposed service providers COTS solution AssetWise and has bespoke coding elements and design elements in the core software made specifically to meet NH’s specific requirements (e.g. utilization of NH’s network model, calculation of KPI 3 data, Roadwork Clash Analysis) that provide critical functionality. Further, the Asset Management Systems landscape within National Highways uses several solutions for different asset classes like pavements, geotechnical, drainage, lighting and ancillaries, with which the IAM IS solution integrates and interoperates in a highly ad-hoc configured and complex data model that is embedded in business processes. The complexity of the dependency, interoperability and integration with numerous existing systems cannot be achieved due to these technical reasons before the current contract ends or within at least around 18 months. The complexity and criticality of the requirement results in a minimum lead time of 18 months to be factored into an implementation plan for a replacement solution, with a considerable investment. A significant investment has been made to deploy the existing solution which still has several years before it reaches ‘end of life’ and to undertake a wholesale replacement of it at this juncture would therefore be a disproportionate and unreasonable cost in the circumstances.

"description": "IAM IS is a critical IT system providing key capabilities to National Highways (NH) through two core functions, Structures Asset Management and Network Occupancy Management. This is vital for NH to maintain physical structural assets on the strategic road network and ensure inspection and maintenance activities take place. The system also provides vital functions for planning road works and lane closures across the strategic road network, enabling the safe opening and closing of these works, planning diversion routes, and passing this information to the public. The system also contributes key data/functions for NH corporate KPI reporting, meeting our license conditions, and supports a number of other statutory requirements.\nThe service utilizes a configured solution for NH based on the proposed suppliers’ solutions. The service areas and capabilities included in the on-going AssetWise service will be hosting services to provide the infrastructure of the systems and services, management service to provide availability, capacity and performance management, security management to provide the management of access control, information rights and security protocols, support desk covering the AssetWise service including Incidents, Service Requests and Change Requests, and Licensing Service to provide appropriate licenses for the infrastructure."

"procurementMethodRationale": "National Highways is relying on Regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 to justify the use of the negotiated procedure without prior publication for the following reasons:\nThe service utilizes a configured solution for NH’s based on the proposed service providers COTS solution AssetWise and has bespoke coding elements and design elements in the core software made specifically to meet NH’s specific requirements (e.g. utilization of NH’s network model, calculation of KPI 3 data, Roadwork Clash Analysis) that provide critical functionality.\nFurther, the Asset Management Systems landscape within National Highways uses several solutions for different asset classes like pavements, geotechnical, drainage, lighting and ancillaries, with which the IAM IS solution integrates and interoperates in a highly ad-hoc configured and complex data model that is embedded in business processes. The complexity of the dependency, interoperability and integration with numerous existing systems cannot be achieved due to these technical reasons before the current contract ends or within at least around 18 months.\nThe complexity and criticality of the requirement results in a minimum lead time of 18 months to be factored into an implementation plan for a replacement solution, with a considerable investment. A significant investment has been made to deploy the existing solution which still has several years before it reaches ‘end of life’ and to undertake a wholesale replacement of it at this juncture would therefore be a disproportionate and unreasonable cost in the circumstances.",
