  • Change Modification for additional service provision for tobacco dependency support as part of the healthy lifestyles services in Gloucestershire. There is no change to the contract length however the modification is for a period of 2 years and 4 months. The value of the modification increases the lifetime value of the contract by £585,950. The effective date of the modification is 01/12/24. Gloucestershire County Council were the decision makers in this modification and no declared conflicts or potential conflicts of interest of individuals making the decision were identified. — Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The modification has been conducted under Part 2, Section 13 of the Health Care Services (Provider Selection Regime) Regulations 2023 'modification of contracts and framework agreements during their term'. The contract modification is attributable to a decision of the relevant authority and meets the criteria in that it does not render the contract materially different in character, and is less than 25% of the lifetime value of the original contract when it was entered into. The decision of the relevant authority was to allocate a proportion of the Local Stop Smoking Service and Support Grant (LSSSSG) 2024-2029, received from the Department of Health and Social Care (DHSC) to enhance stop smoking services in the county. The date of the decision to allocate a proportion of the grant was 28/11/2024, with a publication date of 29/11/2024. The award of the grant was not foreseeable, and so it was omitted from the tender narrative at publication stage.

  • Change To provide a contribution towards increased National Insurance cost arising from a nationally mandated change of the increase in employer National Insurance contributions, which could not have been foreseen at the time of contract award. Original contract value was £5,666,845, modified by £585,950 to a total of £6,252,795. This notice is for an additional modification with a value of £44,412.86 bringing the total value of the contract after modifications to £6,297,207.86. — Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Services commissioned by the Public Health and Communities' team under County Council contracts do not include inflationary clauses as standard. There is an expectation that providers will manage inflation within the overall budget envelope for the contract. However, we do consider discretionary inflationary uplifts at the point of contract extension and when services are recommissioned, and in response to unforeseen cost impacts during the contract. Public Health and Communities' team made a discretionary uplift to eligible contracts in response to the increase in employer National Insurance contributions. As a team, we are committed to working with our providers to ensure the sustainability and quality of the valued services, while also recognising the need to work within the financial envelope of the nationally determined Public Health Grant, LSSSS Grant and Council budgets.
