Torridge District Council - Preliminary Market Engagement for Hatchmoor Road, Great Torrington.
Preliminary Market Engagement event via Teams on 10th February 2026 from 12:00pm to 13:00pm hosted by J Price Consulting Ltd.
The Authority is soon to be submitting a planning application for the development of a local business hub on land adjacent to Hatchmoor Road in Great Torrington, Devon and will be seeking to procure a contractor to undertake the works if permission is granted.
The initial phase of development seeks to construct a new highway junction and estate road off Hatchmoor Road, install drainage infrastructure, upgrade the existing service capacities for the proposed development and construct the first phase of variably sized units.
The Authority are embarking on a preliminary market engagement exercise that seeks to ensure market awareness of the opportunity. We are looking to invite suitable suppliers in this service line to attend a short meeting on Microsoft Teams to allow a presentation to be shared and feedback to be provided.
The Authority wishes to ensure awareness of the opportunity, share details on the scope of the project, determine the markets capacity and capability to deliver these options.

- KPI 1 - Project Progress Relative to Milestones, Requirement: The Contractor shall maintain progress in line with the approved construction programme. Progress will be measured at each reporting period by comparing the percentage of planned work completed with the percentage of actual work completed. Performance Expectation: The Contractor must achieve progress within an acceptable variance of the planned programme. Any negative variance must be accompanied by a recovery plan demonstrating how the programme will be brought back on track.
- KPI 2 - Cost vs Budget (Earned Value Performance), Requirement: The Contractor shall manage project expenditure efficiently and demonstrate cost control through the Cost Performance Index (CPI). This measures cost efficiency by comparing the earned value of work to the actual cost. A value above 1.0 indicates the project is under budget.
- KPI 3 - ITP (Inspection & Test Plan), Requirement: To ensure that all Works are inspected, verified, and documented in real-time in accordance with the approved Inspection and Test Plan (ITP), ensuring a "zero-defect" handover and a complete health and safety file. An ITP point is deemed "Compliant" only when: Hold Points: The Contractor has provided the required notice, the inspection has been performed, and the Client's Representative has signed off the works prior to the next stage of construction commencing. Records: All supporting evidence (including but not limited to: geo-tagged photographs, material certificates, and independent test results) has been supplied. Performance Metric: Target: 100% compliance for all Hold Points. Target: Minimum 95% compliance for all Witness and Review Points. Measurement: A monthly audit of the Quality Register against the Site Progress Report.
