Procedure rationaleScheuerle Fahrzeugfabrik GmbH (Scheuerle) build bespoke machines for the movement of large and unusual loads. In 1999 Translink/NI Railways procured a machine from Scheuerle for the movement of vehicles into and out of their Workshops located at York Road, Belfast – this machine was delivered in March 2000 and has been in consistent use since.The machine now requires a half-life overhaul as it has been in service for over twenty years, and a recent inspection report by Scheuerle indicated that a number of components are life expired and require replacement to ensure the ongoing availability of the machine. The Scheuerle inspection also indicated that the electronic system used to control the rail transfer wagon is now obsolete. The electronic control system is bespoke to Scheuerle, and they have replaced this system on all of the other rail vehicle transfer wagons throughout the world. The rail vehicle transfer wagon is critical piece of equipment for NI Railways as it enables the movement of rail carriages, and carriage bogies into/out of their workshop to facilitate passenger carrying rolling stock heavy overhaul programs and ongoing safety critical component overhauls.
Without the ability to continue to undertake this work the fleet of NI Railways passenger vehicles would have to be withdrawn from service to maintain passenger safety. Due to the fact that the rail vehicle transfer wagon was designed and built by Scheuerle, and the electronic control system is a bespoke design, to ensure the ongoing safe operation of the machine, and therefore ensuring the safety of NI Railways staff and passengers using NI Railways trains, the overhaul and upgrade of this machine must be completed by Scheuerle. Translink believe that due to the technical specialism of the rail vehicle transport, and the bespoke design of it by Scheuerle, that the award of the overhaul to Scheuerle is compliant with Utilities Contract Regulations 2017 Regulation 50(1)(c)ii. Using Translink’s specialist knowledge of the rail transport business in UK and Ireland, and the fact that the control system of the Rail Transfer Wagon is bespoke to Scheuerle, NI Railways does not know of any other company who could undertake the overhaul and electronic control system replacement while still guaranteeing the safe operation of the machine post overhaul. |
