Published requirement descriptionThis service will provide system-wide specialist leadership and service provision on oral health across the local children’s partnership, with a particular focus on early years. It will bring together current investment into a single service, integrating four evidence-based components to ensure the most cost-effective interventions are delivered at scale: 1. Strategic oversight and training offer: to ensure all professionals across the borough are sharing the same key oral health messages and are confident to support families. This will include working with faith and community organisations to promote oral health and develop culturally appropriate resources to respond to existing oral health inequities. 2. Oral health checks and fluoride varnish application: Like the existing ‘Healthy Teeth in Schools’ service, this will deliver 6-monthly oral health checks of children’s teeth and apply protective fluoride varnish to all children in schools aged 3-6 years (nursery, Reception and Year 1). 3. Universal supervised toothbrushing programme: This programme trains early years settings such as nurseries to support children to brush their teeth on a daily basis. It includes training, provision of materials, quality assurance and infection control. This is a highly cost-effective programme that has demonstrated impact on home toothbrushing practices, as well as ensuring children from all backgrounds are supported to establish good oral health practices. The government has funded a targeted programme in the borough in 25/26. This programme will extend to all nurseries, as local analyses shows that a targeted programme will miss children in higher-risk groups. 4. Provision of Brush for Life Packs at health visiting contacts. Provision of toothbrush/toothpaste packs to every child at the four health visiting contacts between 4 months and 2 years of age. This will provide material support for families experiencing poverty and work to safeguard against dental neglect.

Invoice Administration
Invoices are to be submitted at the end of each month, or as agreed in writing by the parties, and paid in line with the requirements set out in the Contract.
The Provider shall submit compliant invoices in arrears with the following information:
- The Provider’s full company name and address
- An invoice number, date of invoice, date of supply (tax point) if different from invoice date
- A clear description of the service provided
- VAT registration number
- A Line-by-line breakdown showing net price, VAT rate, VAT amount and total
- Valid purchase order number (issued annually)
- Bank details including sort code and account number.
All invoices for LBTH shall be submitted to the payments team in Telford either electronically via [email protected] or posted to London Borough of Tower Hamlets, PO Box 501, Telford TF2 2HN.
Operation of the Pricing Model
Payments made under this Contract will be directly linked to the Provider’s delivery of the contractual deliverables, outcomes, and performance indicators specified in the Service Specification.
The following principles will apply:
- Delivery Dependent Payments:
Monthly payments (1/12th of annual contract value) will only be released where the Provider has demonstrably delivered the required activities, outputs, and KPIs for the period invoiced.
- Performance Monitoring:
The Council will review performance against agreed deliverables through reporting, monitoring meetings, and activity data returns. The Council may request evidence of delivery before approving payment.
- Adjustments for Non Delivery:
Where deliverables, activity levels, or performance standards are not met, the Council may:
o withhold part or all of a monthly payment,
o apply a proportionate reduction, or
o require a recovery plan ahead of reinstating full payment.
- Material Under Performance:
Persistent or significant failure to meet deliverables may result in additional contractual remedies, including financial adjustments or escalation via the Contract Management framework.

2.1.2 Answers to questions 1 - 4 should consider how your organisation will ensure the provision of effective, quality services that deliver:
- A strategic holistic children’s oral health offer
- National data reporting requirements
- Improvements in health and wellbeing, meeting needs of all eligible residents, and ensuring pathways to ongoing care where needed.
