Procedure rationaleThe Council is proposing to enter into this contract extension with the incumbent provider following a period of 10 days from the date of publication of this notice in reliance upon Regulation 72(1)(b) of the Public Contracts Regulations 2015. This is on the basis that the incumbent provider is required to deliver additional services that have become necessary and where a change of provider cannot be made for economic or technical reasons, would cause significant inconvenience or a substantial duplication of costs for the Council. The increase in contract price does not exceed 50% of the original contract value. The original contract value was approximately £42,000,000 and the estimated value of the contract extension is £4,716,000. The reasons for this extension more specifically relate to external and national developments in youth justice support performance and practice expectations and recent policy developments towards a greater integration of youth justice within the wider early help, safeguarding and family support system. These developments are set to impact significantly on the operational landscape for any new provider of youth support services. The Council, together with its local partners, need sufficient time to conduct the necessary engagement, reviews and planning to feed into the core and wider requirements for youth support services moving forward under the new contract in light of these developments Total contract value before the modification described in this section: Value excluding VAT: £54,037,000 Total contract value after the modifications Value excluding VAT: £58,753,000
