Glasgow City Council wishes to notify the market of its intention to advertise a tender in the coming weeks for the provision of a Purchased Foster Care and Continuing Care Service to children and young people.
Foster Families play a key role in supporting the Council to meet its statutory duties in providing care and support to children and young people who need to be Looked After and Accommodated (LAAC) in a family setting. The Service will be delivered in fostering families’ homes and within their communities.
The Council will be inviting bids for the provision of the Purchased Foster Care and Continuing Care Services Framework to provide support that will improve outcomes for children and young people within a foster family home.
The Council is looking to appoint Providers to support a person-centred, strengths-based and proactive approach to the development of this Service, and for all children and young people and foster families who are identified for this provision.
The services delivered under the Framework will-
- Support children and young people to feel safe, protected and valued in their communities and neighbourhoods.
- Ensure that children and young people’s health and wellbeing is promoted and improved.
- Ensure children and young people are well supported in their foster homes and communities.
- Ensure that children and young people achieve high quality outcomes through excellent and inclusive education and employment opportunities.
- Ensure children and young people are involved and included voicing their views to influence the development and delivery of services.
It is anticipated that the Framework will be lotted around the following areas and a further update will be provided:
- Fostering Families
- Individual Foster Family Support
- Fostering Continuing Care
- Short Breaks Foster Families
- Foster Families for children and young people with Complex - Learning, Physical Disability and Mental Health issues
The procurement is planned to take place via an Open Tender process. It is anticipated that there will be no limit to the number of Providers per lot on the Framework. Additional information: This is a PIN Notice for information purposes.

Publisher note: Glasgow City Council currently has a Purchased Foster Care and Adult Placement Framework in place which is due to expire on 31st March 2025 and Glasgow City Council will re-tender this framework. We would now like to invite Providers who would be interested in tendering for the new Framework to join us at a Provider Information and Engagement session for this tender opportunity which has been planned for Thursday 9th May 2024, 11:30am to 13:30pm via MS TEAMS. To register your interest in attending this Information and Engagement session, please email [email protected] with your organisation’s details and email addresses of up to a maximum of two nominated attendees. A confirmation email with a MS Teams Meeting joining link will be sent to each attendee. For providers who are unable to attend the session, copies of the presentation and Q&As will be made available following the event via this PIN notice. It is anticipated that the full Tender opportunity will be advertised on 12th June 2024. Details will be first notified via a Public Contracts Scotland Contract Notice, and following this with the publishing of the full Tender opportunity on Public Contracts Scotland Tender.
