Geospatial Content Enhancement Framework
Authority: ORDNANCE SURVEY LIMITED (Public body)
What is being bought
Published requirement descriptionThe Framework has been designed to provide OS with the capacity and capability to be able to collect, refine, correct, manage and maintain geospatial data for any area within Great Britain. The data provided through the Framework will be stored and disseminated by OS as part of its current or future product portfolio and may be included in any data or service that OS provides to its customers.
Services provided under the Framework will predominantly, although not exclusively, be associated with National Geographic Database (NGD) data management activities which require a Framework Contractor to be able to:
- Interpret, analyse and extract information from aerial imagery, other remotely sensed data sources, or pre-created features (from AFE) to add, delete or amend the NGD.
- Add, delete or amend information within existing OS geospatial datasets to the current National Cyclic Revision (NCR) specification, to the required standard
- Investigate, analyse, extract or compile information from non-OS datasets (subject to the relevant licensing arrangements being in place), where OS has explicitly instructed the Framework Contractor to do so, and/or the Framework Contractor has the rights to use the information to satisfy OS requirements.
As a result, it is anticipated most data and Services will be provided through the use of desk-based data activities.
Separate from the image interpretation and desk-based capture services, OS will welcome innovation from the framework contractors, through improvements to existing processes, automation and use of third-party datasets to support our ambitions, which can apply to any of the services covered in the scope.
The Framework term will be for four years. The start date of the contract is April 1st 2026.
- How the procedure runs: OS is conducting a Competitive Flexible Procedure tender to procure a Geospatial Content Enhancement (GCE) Framework to cover the National Cyclic Revision (NCR). The process by which OS maintains and updates geospatial data on a cyclical basis across all geographies in Great Britain. The Framework will be designed to provide OS with the capacity and capability to collect, refine, correct and maintain geospatial data for any area within Great Britain.

The evaluation criteria and weights exactly as published on the notice, grouped by family (price, quality, social value and so on).
- Simple description: PSQ Selection Stage - The Quality Score Awarded for each Evaluation Criteria question will be weighted by the Evaluation Criteria Weighting. This will be done by dividing the Quality Score Awarded by the highest score that could be awarded for that Evaluation Criteria as indicated in the relevant Quality Scoring Guide table. This will create a Percentage Quality Score awarded for that Evaluation Criteria. The Percentage Quality Score awarded will then be multiplied by the Evaluation Criteria Weighting to form the Criteria Weighted Quality Score for that Evaluation Criteria. The Criteria Weighted Quality Score for each Evaluation Criteria will then be added together to form the Total Quality Score for each Bidder The top 6 suppliers will move through to the 2nd stage of the tender. ITT Stage - Quality and Social Value The Quality and Social Value Score awarded for each Evaluation Criteria question will then be weighted by the Evaluation Criteria Weighting. This will be done by dividing the Scores awarded by the highest score that could be awarded for that Evaluation Criteria as indicated in the relevant Scoring Guide table. This will create a Percentage Score awarded for that Evaluation Criteria. The Percentage Score awarded will then be multiplied by the Evaluation Criteria Weighting to form the Criteria Weighted Score for that Evaluation Criteria. ITT Stage - Price The lowest Total Price will be awarded a maximum 15%. All the other returned Total Prices will be given a percentage score relative to that. This will be done for each bid by dividing the lowest Total Price by the Bidder’s Total Price, multiplying by 100 and then multiplying the product by 15%. This will give a Weighted Price Score for their Total Price relative to the lowest. ITT Stage - Test Piece The Test Piece Score Awarded will be weighted by the Evaluation Criteria Weighting, contained in the Tender Test Piece Instructions document. The top 3 suppliers in the ITT stage will be awarded a place on the framework Full details contained in the PSQ instructions and Instructions for tendering documents
- “Geospatial Content Enhancement Framework” is a framework: the contest is a place on its panel, up to 3 suppliers, not a single contract: each call-off is a further competition, so the pricing contest starts after appointment.
