What is being bought
Bristol City Council wishes to test the level of market interest in providing supported accommodation for homeless single people and childless couples.
Bristol City Council currently commissions four supported accommodation pathways for homeless single adults:
• Pathway 1: Men only;
• Pathway 2: Mixed: men and women;
• Pathway 3: Women only;
• Pathway 4: Substance use (including specialist abstinent-based accommodation).
To be eligible, prospective contractors must:
• Own accommodation AND be a Registered Provider of Social Housing; OR
• Own accommodation AND be in the process of applying to become a Registered Provider of Social Housing; OR
• Lease accommodation from a Registered Provider of Social Housing.
Accommodation must be:
• Furnished, one-bedroom units within self-contained properties, shared houses or blocks of accommodation.
• Within the geographical boundary of Bristol (i.e. cannot be in neighbouring authorities);
• Available from 28 October 2024 for a period of at least 3 years.
To minimise the complexity of multiple providers delivering services, prospective contractors must be able to supply a minimum of 50 units in total, or meet the minimum number of units specified within the Expression of Interest document.
• The estimated total contract value is £6,169,374 based on around 850 units of accommodation
• The Contract(s) will be for 3 years with an option to extend for 2 x 1 years
• The contract will begin on 28th October 2024
This process is being undertaken on a voluntary basis with the Services being exempt from Part 2 of the Public Contracts Regulations 2015 by virtue of Regulation 10(1)(a), but with a view to attracting as many Service Providers as possible. The Council does not bind itself to accept speculative expressions of interest, interested parties must provide satisfactory evidence that they can meet the requirements of this contract as detailed in the questions within the Expression of Interest document.
