- Published justification
The proposed direct award is justified on the basis that competition is absent for technical reasons, in accordance with Section 41 and Schedule 5 of the Procurement Act 2023. the incumbent’s supply arrangements. The costs associated with replacing this infrastructure would be significant and would outweigh any potential savings that could be achieved through a competitive tender process. Changing supplier would introduce operational disruption and potential risks to continuity of supply during the transition period.
