Framework Agreement for the Provision of Transportation of Children, Young People & Adults (9-16 Passenger Seat Vehicles)

Blackpool Council intend to establish a ranked framework agreement with a maximum of 6 Service Providers who can clearly demonstrate the ability to meet our requirements. Service Providers ranked 1-3 will be allocated Routes in line with this document and Service Providers ranked 4-6 will be held in reserve.

The Service Provider ranked number 1 on the framework after the tender process is completed will be offered a number of "Routes", which will be no more than 60% of the total number of routes offered through the framework. The Service Provider can choose to accept all or some of these routes. The Service Provider ranked number 2 will be offered a number of routes that will not exceed 25% of the total number of routes, and the Service Provider ranked number 3 will be offered a number of routes that will not exceed 15% of the total number of routes. If, when this exercise is complete, there are any routes left unallocated they will be offered in their entirety to the bidder ranked number one, then the bidder ranked number two, then the bidder ranked number three.

If the conclusion of this exercise, there are routes left unallocated, then Blackpool Council will offer all remaining Routes to the Service Provider ranked number 4 (the first reserve), then the Service Provider Ranked Number 5, then Number 6.

Service Providers will be issued with a completed copy of the Call Off Order Form (template can be found attached as Appendix G) which will contain the contractual details of the awarded Route. Service Providers must complete the Call Off Order form, taking care to indicate which Routes that they are willing to accept.

It is the expectation of Blackpool Council that any bidder applying to be included on the framework will be willing to ensure that all routes are fulfilled. Blackpool Council will make clear whether the route is in-borough or out of borough at the time of allocation.

When a Route is allocated it is anticipated that the provider will retain that route for the duration of the contract specified in the Call Off Order Form, and that the Service Provider accepts the route on that basis.

Any new routes that become available after commencement of the contract will be offered to the number one ranked Service Provider first, if they turn down the new route, this will then be offered to the second Service Provider and third Service Provider consecutively. Should these Service Providers be unable to accept the Route, it will be offered to the first reserve Service Provider, then the Second, and then the Third.
