      "features": "DCC is conducting this procurement using a Competitive Flexible Procedure under the Procurement Act 2023. The Tender Notice invites suppliers to submit a combined Stage 1 response comprising Conditions of Participation, exclusion and declaration requirements, technical compliance, delivery compliance, initial pricing and required confirmations.\nStage 1 will require suppliers to:\n•\tsatisfy the stated Conditions of Participation and exclusion / declaration requirements;\n•\tsubmit a technical response confirming compliance with the relevant vehicle specification, new vehicle requirement, delivery requirements, PDI requirements, standard manufacturer warranty requirements and other mandatory requirements for each Lot bid;\n•\tconfirm delivery capability by Lot in accordance with the delivery cascade mechanism set out in the tender documents, including the earliest month by which the Bidder can deliver the relevant Lot minimum quantity and whether it can deliver the Lot maximum quantity within four months of contract signature;\n•\tconfirm acceptance of mandatory supplier code of conduct / policy requirements;\n•\tsubmit an initial commercial offer using the Commercial Pricing Schedule; and\n•\tconfirm that each Lot price is a standalone evaluated unit price, applicable to any awarded quantity up to the maximum quantity confirmed for that Lot, and is not conditional on full Lot award, minimum volume, multiple Lots or any other award scenario.\nFollowing Stage 1, DCC will conduct a Stage 2 process with suppliers that pass the relevant Stage 1 requirements. Stage 2 will be conducted either by reverse eAuction or by Best and Final Offer (BAFO). DCC's preferred Stage 2 route is a reverse eAuction where DCC considers this proportionate, viable and capable of being conducted within the procurement timetable, taking into account the number of compliant Bidders, the level of competition, platform readiness and operational timetable. Where DCC considers that an eAuction is not proportionate, viable or appropriate, DCC may conduct Stage 2 by BAFO. \nStage 2 will normally relate to final price only. Technical responses, vehicle specifications, delivery commitments, warranty positions and confirmed delivery capacity will remain as submitted and validated at Stage 1 unless DCC expressly permits otherwise in writing.\nFor each Lot, DCC will apply the delivery cascade mechanism set out in the tender documents to determine delivery compliance. DCC will then rank compliant Bidders by final evaluated unit price and allocate Lot volume in price-ranked order up to each Bidder's confirmed deliverable quantity within the delivery requirements. Any remaining Lot volume may then be allocated to the next lowest priced compliant Bidder, and so on, until the required Lot volume is fulfilled or no further compliant capacity is available. Contract award remains subject to final checks, DCC approval, publication of the required Contract Award Notice, any applicable standstill period and completion of contract documentation."

    "description": "Dwr Cymru Cyfyngedig, trading as Dwr Cymru Welsh Water (DCC), is seeking to procure new, unused, UK specification commercial vehicles to support operational fleet requirements. The procurement covers a minimum of 140 vehicles and a maximum of 400 vehicles across four Lots:\nLot 1 - Ford Transit Custom L2H1 - 45 to 150 vehicles;\nLot 2 - Ford Transit Connect LWB - 45 to 150 vehicles;\nLot 3 - MAN TGE 6.160 4x2 SB Lion XC or equivalent 5.5t panel van - 20 to 50 vehicles; and\nLot 4 - Isuzu D-Max Utility Extended Cab Auto or equivalent 4x4 utility extended cab / cab-and-a-half vehicle - 30 to 50 vehicles.\nFor Lots 1 and 2, Bidders must offer Ford vehicles but DCC does not require a specific trim level, provided the vehicle offered meets all mandatory minimum requirements set out in the tender documents. For Lots 3 and 4, Bidders may offer the named model or an equivalent model that meets the mandatory minimum requirements.\nThe vehicles are required to support water and wastewater operational activities and, in many cases, to interface with downstream vehicle conversion activity. Vehicles supplied must meet the specified technical, delivery, PDI, warranty and aftersales requirements set out in the associated tender documents. The requirement includes supply and delivery to DCC's nominated conversion supplier.\nThis is not a requirement for used, pre-owned, ex-demonstrator, pre-registered or non-UK specification vehicles. Suppliers that cannot supply new vehicles meeting the mandatory minimum requirements and associated warranty and delivery obligations should not submit a tender for the relevant Lot.\nLot volumes are indicative and do not constitute a commitment to purchase any particular volume. DCC reserves the right to award all or part of the indicative volume for any Lot, including splitting a Lot between two or more suppliers, in accordance with the award and volume allocation methodology set out in the tender documents.\nFirst deliveries are targeted to commence from w/c 14 September 2026, subject to contract signature, supplier lead times and the final delivery schedule agreed with DCC.       "features": "DCC is conducting this procurement using a Competitive Flexible Procedure under the Procurement Act 2023. The Tender Notice invites suppliers to submit a combined Stage 1 response comprising Conditions of Participation, exclusion and declaration requirements, technical compliance, delivery compliance, initial pricing and required confirmations.\nStage 1 will require suppliers to:\n•\tsatisfy the stated Conditions of Participation and exclusion / declaration requirements;\n•\tsubmit a technical response confirming compliance with the relevant vehicle specification, new vehicle requirement, delivery requirements, PDI requirements, standard manufacturer warranty requirements and other mandatory requirements for each Lot bid;\n•\tconfirm the maximum quantity it can supply for each Lot bid within the delivery requirements, including delivery commencement and completion timescales;\n•\tconfirm acceptance of mandatory supplier code of conduct / policy requirements;\n•\tsubmit an initial commercial offer using the commercial pricing schedule; and\n•\tconfirm that each Lot price is a standalone evaluated unit price, applicable to any awarded quantity up to the maximum quantity confirmed for that Lot, and is not conditional on full Lot award, minimum volume, multiple Lots or any other award scenario.\nFollowing Stage 1, DCC will conduct a Stage 2 process with suppliers that pass the relevant Stage 1 requirements. Stage 2 will be conducted either by reverse eAuction or by Best and Final Offer (BAFO). DCC’s preferred Stage 2 route is a reverse eAuction where DCC considers this proportionate, viable and capable of being conducted within the procurement timetable, taking into account the number of compliant Bidders, the level of competition, platform readiness and operational timetable. Where DCC considers that an eAuction is not proportionate, viable or appropriate, DCC may conduct Stage 2 by BAFO.\nStage 2 will normally relate to final price only. Technical responses, vehicle specifications, delivery commitments, warranty positions and confirmed delivery capacity will remain as submitted and validated at Stage 1 unless DCC expressly permits otherwise in writing.\nFor each Lot, DCC will rank compliant Bidders by final evaluated unit price and allocate Lot volume in price-ranked order up to each Bidder’s confirmed maximum quantity deliverable within the delivery requirements. Any remaining Lot volume may then be allocated to the next lowest priced compliant Bidder, and so on, until the required Lot volume is fulfilled or no further compliant capacity is available. Contract award remains subject to final checks, DCC approval, publication of the required Contract Award Notice, any applicable standstill period and completion of contract documentation."

    "description": "Dwr Cymru Cyfyngedig, trading as Dwr Cymru Welsh Water (DCC), is seeking to procure new, unused, UK specification commercial vehicles to support operational fleet requirements. The procurement covers approximately 85 vehicles across four Lots: Ford Transit Custom L2H1 Trend, Ford Transit Connect LWB Trend, MAN TGE 6.160 4x2 SB Lion XC and Isuzu D-Max Utility Extended Cab Auto.\nThe vehicles are required to support water and wastewater operational activities and, in many cases, to interface with downstream vehicle conversion activity. The vehicles supplied must therefore meet the specified make, model, trim, delivery, PDI, warranty and aftersales requirements set out in the associated tender documents. The requirement includes supply and delivery to DCC’s nominated conversion supplier.\nThis is not a requirement for used, pre-owned, ex-demonstrator, pre-registered or non-UK specification vehicles.
