The procurement falls outside the scope of application of the directive

Published justification

Award was made through an existing Framework agreement via the Government Commercial Agency (GCA) G-Cloud 14 Framework Agreement (RM1557.14). Direct Award is allowed following early market engagement, adhering to the search criteria within the framework agreement, system demonstrations and Price as provided within the framework agreement. Timescales were a consideration due to the current finance system being terminated at the end of March 2027, so the council needed to undertake a procurement exercise that met the enforced deadline.
