Published requirement description

The London Borough of Barking and Dagenham (LBBD) is seeking to commission acomprehensive Fathers Programme that supports fathers and male identifying co-parents throughout the perinatal period and the early years of a child’s life. The service will form part of the wider family support and early intervention offer and will contribute to improving parental wellbeing, strengthening parent infant relationships, and supporting positive outcomes for children and families.

The commissioned service will provide targeted support for fathers experiencing mild to moderate perinatal mental health difficulties from pregnancy until a child reaches two years of age. Support should focus on promoting emotional wellbeing, building resilience, increasing confidence in the parenting role, and preventing the escalation of mental health concerns through timely, accessible, and evidence informed interventions.

In addition to perinatal mental health support, the service should incorporate elements of parenting support that help fathers and co-parents strengthen their relationship with their baby, understand child development, and build the knowledge and skills required to support their child’s healthy development and family wellbeing. Providers should adopt a strengths based approach that recognises and promotes the important role fathers and co-parents play in their child’s life.

Peer support should be embedded throughout the service model and, where appropriate, continue beyond the period of targeted intervention, with ongoing peer support opportunities available until the child’s fifth birthday. This will help to reduce social isolation, encourage sustained engagement, and create supportive communities of fathers and co-parents.

LBBD is seeking a model that works in a proportionate universalistic approach, providing a universal offer which acts as a gateway into more targeted support. The service should provide accessible, welcoming, and non stigmatising opportunities for engagement, enabling all fathers and co-parents to access information, advice, social connection, and early help, whilst ensuring those with emerging or identified needs can be identified and supported appropriately.

What this means for your bid
  • Price carries 10 of 100 points: a 10% discount moves about 1 point. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £421,690 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Greater London (authority’s region).

A local branch does not count if the registered address is elsewhere.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
