Published requirement descriptionThe objective is to conduct an impact and process evaluation of the 3 pillars funded under the UK Seafood Fund, with the overarching aims of: a) Producing an evaluation framework for the UK Seafood Fund. b) Describing the delivery of the UK Seafood Fund, including supporting comprehensive mapping of applications (successful and unsuccessful) by geography and by sector. c) Identifying and measuring the impact of the UK Seafood Fund on: I. Delivery against scheme objectives II. Direct recipients III. Wider benefits. d) Identifying both positive and negative outcomes of UK Seafood Fund delivery as the programme proceeds, to inform recommendations on how these could be magnified. e) Collection of process learning on how the UK Seafood Fund is implemented and (where feasible within timescales) generating recommendations on how to: I. Improve processes for managing the UK Seafood Fund as the programme proceeds II. Increase the efficiency and effectiveness of the delivery of future applications to the UK Seafood Scheme. III. Improve outcome and impact delivery through the UK Seafood Fund. f) Increasing transparency and accessibility around the UK Seafood Fund for Defra’s partners, stakeholders, and delivery bodies through ensuring reporting on delivery and sharing of programme learning with partners. g) Providing recommendations to steer alignment of the UK Seafood and other similar funds, toward longer term sectoral ambitions.

This programme informs and guides policy by ensuring knowledge gaps are addressed with robust, current and unbiased evidence. The programme engages with the fishing industry and wider seafood sector, recreational angling sector, academic researchers, research laboratories, environmental organisations, the Devolved Administrations and coastal communities. It aims to deliver evidence to address current and near-term issues, but also to understand future risks to and vulnerabilities of the marine environment.

Through this work Defra seeks to develop policy to reach the goals and ambitions of the Resources and Waste Strategy which sets out how we will preserve our stock of material resources by minimising waste, promoting resource efficiency and moving towards a circular economy whilst minimising the damage caused to our natural environment by reducing and managing waste safely and carefully.

Defra’s Plant Health Evidence and Analysis Programme is an interdisciplinary programme which supports the development of a wide range of policies broadly aiming to protect plant health from risk. The Programme engages with farming, horticulture and forestry industries, sector bodies, environmental organisations, and civil society to understand work in this area. Research and evidence gathering in this Programme supports development of policies on plant health, tree health, bee health and plant varieties and seeds.
Defra’s Animal Welfare Evidence and Analysis Programme is an interdisciplinary programme which supports the development of a wide range of policies broadly aiming to establish high standards of animal welfare, in relation to farm animals, companion animals, welfare in transport and welfare at slaughter.
