National Highways identified an urgent requirement to establish a short-term arrangement for the administration and processing of historic outstanding invoices associated with a previous contract. A delay in implementing these services would have resulted in continued non-payment of valid liabilities, potential supplier detriment, and further delay in concluding contract transition activities. Given the immediate requirement and the limited, transitional nature of the services, a direct award was considered the most appropriate and proportionate approach to ensure continuity and support the efficient closure of legacy contractual obligations.
