Coverage: 94 active published awards; 5 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

No-engagement rationaleNot published
Procedure rationaleThe benefits of a direct award through the framework are.  Less downtime between identifying a need and fulfilling it  Reduction in administrative costs  Savings with economies of scale  Kirkham Board's prior knowledge and involvement with the scheme (at risk)  Value for money proposal, competitiveness, and additional social value from Kirkham Board Kirkham Board have accompanied this scheme for the last 10 months at risk, acquiring knowledge and experience of the scheme and its parameters. The working relationship with the development team is very good and Kirkham Board are valued as an EA and PD. If we changed he EA and PD at this stage there will be a substantial time impact and with the new consultant getting up to speed with the project which will jeopardise the potential delivery
