Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 73. The category anchor is Research and development consultancy services (73200000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

Procurement method rationaleThe purpose of this Voluntary Transparency Notice is to notify the market that Dstl intends to conduct a single source procurement for the provision of specialist Experimental Hub (EHub) applied research support. The requirement is considered single source as it necessitates all of the following technical and delivery criteria that could not be met by an alternative supplier: • Extensive recent experience and knowledge of the activities, working practices, priorities and constraints of the Army Information Activities (IA) Capability Programme, its Lead User organisation and the IA EHub project. • Independence from services currently delivered to the Army IA Capability Programme and Information Activities EHub. • Deep technical expertise and experience in applying to Military IA novel technologies and methods in the areas of digital communications, open source intelligence and applied data management and analytics. • Extensive expertise and recent experience in the development and deployment of data exploitation and analytics capabilities on the MOD cloud-infrastructure. • Deep understanding and recent experience of MOD and Army data management and governance structures, policies, and processes. This procurement strategy will ensure that critical work can be delivered within the period required and without undue risk or delay to the EHub project and the capability programme that it supports.
Rationale classificationsNo tenders or no suitable tenders/requests to participate in response to negotiated procedure with prior publication of a contract notice, The products involved are manufactured purely for the purpose of research, experiment, study or development under the conditions stated in the directive, The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons
