What is being bought

National Highways wishes to engage with the market to explore its ability to manage and deliver noise insulation services, including the upgrade of windows, doors and/or ventilation, to domestic properties in noise sensitive areas near the Strategic Road Network across England. The aim of the engagement is to inform the development of the contract specification and procurement strategy to enable National Highways to procure a supplier that can provide a comprehensive service. The potential value of the contract is up to a maximum of £16m over a period of up to 7 years. National Highways' aim is that following early engagement with the supply chain, efficient and effective delivery and commercial models that work for all stakeholders will be developed, culminating in a more accurate estimate of the contract value in readiness for the invitation of tenders. The engagement will include a virtual meeting at 10am on 08 May 2024 to present the project to the market and explain our proposals. All interested participants will then be invited to complete a questionnaire which will inform strategy and specification of the project. If you would like to participate in this market engagement activity, please complete the MS Form linked below by 12pm on 07 May 2024 to register your interest, and National Highways will issue you an invitation as soon as possible. Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 45. The category anchor is Insulation work (45320000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
