INTRODUCTION
The Department for Work and Pensions (DWP) is the UK’s biggest public service department, administers the State Pension and a range of working age, disability, and ill health benefits to around 20 million claimants and customers.
DWP Estates is a critical enabler to ensure the Department’s strategic aims and operational needs are met.
DWP manages the largest commercial leasehold estate in government: approximately 1.2 million sqm across c.770 sites including 630 operational Jobcentres and 74 Service and Support Centres in operation. These sites support our c.85,000 (FTE) colleagues in delivering frontline services for around 24 million customers.
DWP Estates manages all DWP workplaces, corporate and operational, along with the premises and business support services within them.
The Estate makes a significant contribution to the delivery of our public services, enabling us to interface with customers and provide the environment for front and back of house staff to undertake their important roles, supporting those in need within our society.
DWP is committed to supporting the delivery of the Government Estate Strategy (www.gov.uk/government/publicati… ↗)
This strategy will ensure that the government estate helps to transform places and services; is smaller, better and greener; and is managed in a professional and increasingly commercial way.
BACKGROUND TO THE REQUIREMENT
DWP Estates is embarking on the delivery of the Estates 2030 Strategy and Vision, which incorporates the DWP Estates 2030 Strategic Pipeline Optimisation Programme (SPOP). At the heart of this programme, a key objective is to support Project DASI and to design, deliver, transition and stabilise the movement from the second iteration of the DWP Estates Integrator Model services to the future service design (the current Integrator Model services contract is due to expire in January 2027 with a plus one year extension activated to January 2028, with a further plus one-year extension to January 2029 available to the Authority).
DWP Estates currently operates an Integrator model to support the management of its estate and its network of Authority Supply Chain Members (ASCMs). The Integrator provides systems, operational processes, data and management information to enable DWP to oversee services across the Estates supply chain.
The services cover systems and data integration, Helpdesk and work order management, asset and financial management, data, analytics and reporting, and support for the mobilisation and transition of Estates supply chain providers.
Together, these services support effective oversight of the DWP Estate and provide the information needed to inform operational and strategic decision-making.

EXPRESSIONS OF INTEREST TO BE INVOLVED IN MARKET ENGAGEMENT:
The Department is keen to invite organisations with the capability and capacity to deliver Data and Systems and Integrator services to express interest in the market engagement activity process. The outputs of market engagement will be used to help inform the Department’s strategy to deliver the future iteration of the DWP Estates Integrator Model services. Please see the 'Engagement" section for further details.
We would like to issue a questionnaire to interested suppliers and market feedback will be used to assist the Department in gaining a better understanding of the feasibility of the requirements, the most appropriate approach, the capacity of the market to deliver and any possible risks or issues to be considered.
There is no commercial advantage or disadvantage to your organisation as a result of being involved in this market engagement exercise. All information provided in the questionnaire will be treated in confidence and will NOT be considered in any future tender evaluation exercise. Any information provided in response to the questionnaire marked as commercially sensitive will be treated as such.
Disclaimer: This Notice is issued solely for the purposes of pre-procurement market engagement. It does not constitute the commencement of a procurement process or any commitment by the Department to undertake any procurement activity. The information provided within this notice, including indicative dates, contract duration and estimated contract value, is provided for market engagement purposes only and should not be relied upon as the Department's final requirements. All details remain subject to change.
The Department is exploring a range of potential options for the future provision of these services. This may involve the aggregation and/or disaggregation of service lines, potentially resulting in one or more procurements and contracts. However, no decisions have been made at this stage, and all options remain under consideration. Feedback received through market engagement will help inform the Department's future strategy, and the Department reserves the right to amend its approach following market engagement.
Should the Department decide to undertake further market engagement and/or commence any procurement activity, a separate notice or notices will be published at the appropriate time.

i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 94 days of the bid deadline.

Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly. Contracts Finder contracts appear on the Retender Radar, not yet in these figures.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
