Why no open competition

The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons

Published justification

Edinburgh Imaging requires to purchase 2 x Thermo instruments to replace obsolete equipment. The new instruments are required to integrate with existing equipment, processes and procedures and to mitigate against downtime, loss of essential clinical research production and service. EI is a government-regulated facility that requires to purchase the instruments to integrate with existing equipment and processes that have been validated. As such, only one supplier can meet the requirement.
