    BEIS intends to appoint BVA BDRC to provide BEIS with a subscription to their Landlord Panel Survey. The survey is ran quarterly and includes both ‘Core’ and ‘Small’ landlord panels. BEIS will receive a full subscription to quarters 1 and 3, in which BVA BDRC will accept bespoke topical questions from BEIS to include in the survey. This full subscription will provide BEIS with a full data set of survey findings in these quarters. In quarters 2 and 4, BVA BDRC will provide BEIS with data from a set of topical questions only. Procedure rationaleBEIS has previously had a subscription to BVA BDRC’s Landlord Panel Survey from which the data has directly informed trend analysis conducted as part of a wider evaluation project. Whilst the original subscription has come to an end, the wider evaluation project is still ongoing and requires the continued input of Landlord Panel Survey data to continue the trend analysis and sufficiently address its evaluation questions. Given that BEIS requires consistency in the sampling frame and population to observe trends over time, BVA BDRC are the only economic operator who can provide all the required data to ensure the continuation of this trend analysis in an analytically robust manner by providing the same data that has been used for the analysis thus far. Furthermore, BVA BDRC are the only contractor who can provide a subscription to a quarterly survey of both a ‘Core’ and ‘Small’ panel of landlords, with the opportunity for BEIS to include bespoke questions. This means that BEIS is able to collect essential data for the wider evaluation without adding an additional research burden on landlords as the surveys will go ahead regardless of BEIS’ subscription.
