Procedure rationaleSWISCo Ltd inherited an ageing fleet from its predecessor TOR2, which has resulted in
reliability issues affecting operational performance. Subsequently this has also proven to be
a heavy cost burden to SWISCo due to the need to hire vehicles to replace those that have
broken down.
SWISCo have the opportunity to purchase 20 operational vehicles and heavy plant items
that are currently being hired, to achieve an immediate hire-cost saving and realise savings
against the purchase price of new or second-hand vehicles.
The sale price for each vehicle has been negotiated with the supplier on an individual basis
and is not linked to any requirement for SWISCo to purchase more than one vehicle from the
supplier. In view of this each vehicle purchase or purchase of multiple vehicles of the same
type when viewed as individual supply contracts are below the regulated procurement
threshold for supplies. In issuing this VEAT notice SWISCo has taken into consideration that
due to the intention to purchase all of the vehicles within the same timeframe and to make
multiple purchases from each of the suppliers the total spend across all 46 vehicles is above
the regulated procurement threshold.
The technical reasons for purchasing from the named suppliers are:
1. The hire vehicles and plant are currently being used by SWISCo, the purchases will not
result in any reduction in operational performance due to there being no lead times.
2. The condition and operational history are also known to SWISCo, which reduces the risk
when purchasing second-hand vehicles and plant.
3. In purchasing these vehicles and plant items directly from the hire companies, SWISCo
Ltd have been quoted competitive prices which have been verified through extensive market research of equivalent vehicles for sale on both a new and used basis. |
