What is being bought
Following on from the Household Support Fund initiative, Torbay Council intends to enter into an agreement with Hele Village Community Association who will provide back-office support, including the distribution of funds at the direction of Torbay Council, to the Torbay Food Alliance which provides support to people experiencing food insecurity, ensuring that people can access the most appropriate food support for their needs.

    In the three years since April 2020, Hele Village Community Association (HVCA), on behalf of Torbay Food Alliance, has received a total of £503,776.10 from Torbay Council. This funding has been distributed across the partner organisations of the Torbay Food Alliance, at the instruction of the Torbay Council's Director of Adult and Community Services (or another nominated Officer), in order to provide food aid to Torbay residents. This funding has come from central government, through various COVID grants and the Household Support Fund. These monies have been allocated to Local Authorities to distribute to support residents with immediate needs during periods of crisis. There are currently 14 partners in the Torbay Food Alliance, all of which are independent organisations in their own right and have identified HVCA to administer the joint finances on their behalf for a nominal administration fee of £3,466 p/a. In the three years, since April 2020, HVCA has received a total of £10,400 to undertake this function as described. This equates to 2% of the total funding awarded. As Torbay Council utilises HVCA to hold and distribute the grant funding released by central Government, for the purpose of transparency this notice addresses the intention to continue this arrangement and transfer £378,000 to HVCA for the period of September 2023 to August 2024 to distribute to the partners of the Torbay Food Alliance, for a nominal administrative fee of £7,182.

Procedure rationaleThe Household Support Fund is distributed to all relevant food providers within the Torbay area who have established an Alliance, this alliance is not a single legal entity, but a voluntary consortium of VCSE organisations. The Torbay Food Alliance approached the Hele Villiage Community Associated (HCVA) to be the point of contact for the Alliance and be the organisation to receive the funds prior to distribution. This arrangement benefits the Alliance as it enables them to have better links within the community to further support the distribution of food to those experiencing food insecurity. The Alliance must be in agreement on who distributes the fund and with the nominal administration fee the HVCA receives, no other provider in the area is interested in supporting the distribution of funds.
