What is being bought
NHS England has been working to enable staff movements through the use of digital staff passports. In response to the Covid-19 pandemic the Covid Digital Staff Passport has been developed as an interim solution. NHS England now wishes to initiate a new framework for Digital staff passports that will be available for the health, care and other sectors.

    Digital Staff Passport Framework - The need for the NHS to have a flexible and responsive workforce has been set out in both the NHS Long Term Plan and the NHS People Plan.<br/><br/>The ambition now, as set out by the NHS National Director for People and National Director of Transformation, is to make digital staff passports available to substantially more staff servicing different types of staff movements as soon as practicable.<br/><br/>To support this ambition, NHS England want to better understand what the providers of digital passport technologies are able to offer and establish a new framework service line for digital staff passport providers under the Health System Support Framework (HSSF) to ensure a broad and open market is created. Additional information: Further to this PIN notice NHSE wishes undertake a tender process to initiate a multi-supplier framework agreement, so that potential authorities can undertake call-offs as and when required in line with framework Terms and conditions.<br/>The first Invitations to Tender for this new service line will include the following:<br/>Designing and developing digital staff passport and onboarding services for different staff groups across the health and care sectors.<br/>Please note that authority may decide to shorten the timescales for the ITT (Invitation to Tender) stage as we have published the PIN.
